A letter to Conservative ministers Oliver Letwin and Chris Grayling from Business Minister Nick Boles reveals the Tories considering concessions to the Trade Union Bill.

The document, which was leaked to the Socialist Worker, states that the ban on e-balloting is likely to be defeated in the House of Lords, and that the government may need to reverse its decision to double the notice period for industrial action from one to two weeks.

In addition, the letter admits the government has a “very weak case” in relation to extending restrictions on check-off to public servants in Wales. The Welsh Assembly has voted against allowing Westminster to make changes to the way its public sector is run, but the Conservatives have previously argued that the Trade Union Bill relates to employment law – which is governed nationally – rather than regulations that have been devolved to Wales.
